What is the best multimeter for troubleshooting a Weidmuller panel?

The best multimeter for control-panel work is a true-RMS meter with a CAT III 600 V minimum rating and a fast continuity beeper. The brand matters less than the safety rating. If you are probing a 480 V cabinet, a meter that only says CAT II is not enough. Also check the test leads; they need the same CAT rating as the meter. Per IEC 61010-1, the CAT rating tells you how much transient energy the meter is designed to handle. That matters more than the brand name.

I keep a fused meter with recessed input jacks because it is one more barrier against an incorrect test connection. In a Weidmuller-terminated panel, most failures are at the connection itself, so continuity and resistance ranges are what I use first. I also ask what happens if the promised date slips. The vendor who gives an exact date and a backup plan is more reliable than the one who says it should be fine. And if a quote looks low, ask what is not included before celebrating. In my experience, the extra fees are not the problem; the surprise is.
